The East Java High Prosecutor’s Office (Kejati) has detained two suspects in the alleged corruption case in the management of grants, goods/services, as well as capital expenditures for vocational high schools (SMK) within the East Java Provincial Education Office for the 2017 fiscal year.
“The two suspects are H as the official commitment maker (PPK), and JT as the controller of the provider or third party (beneficial owner),” said Head of the Legal Information Section (Kasi Penkum) Windhu Sugiarto as quoted by ANTARA, Wednesday, August 27.
Suspect H is the former Acting (Pj) Regent of Sidoarjo who is also the former Acting Head of the East Java Dindik, while JT is the third party.
The determination of the suspect is contained in the Decree of Determination of Suspect Number KEP-123/M.5/Fd.2/08/2025 and KEP-124/M.5/Fd.2/08/2025 dated August 26, 2025.
From the results of the investigation, H and JT allegedly engineered the process of procuring SMK infrastructure by conditioning the auction so that the company won under the control of JT.
The goods distributed in the form of props did not match school needs, and could not even be used.
The actions of the suspects resulted in an alleged state financial loss of Rp. 179.97 billion. Currently, the calculation of the losses is still being carried out by the East Java Representative BPK team,” he said.
Investigators have previously examined 139 witnesses, conducted searches, and confiscated a number of documents to strengthen the evidence of the case.
The two suspects will be detained for 20 days, from August 26 to September 14, 2025, at the Surabaya Class I State Detention Center Branch at the East Java Prosecutor’s Office.
Regarding the chronology of the case, Windhu explained that based on the 2017 DPPA Dindik TA in activities to improve facilities and infrastructure, there were several shopping posts, including personnel/ATK/service/drinking and drinking/official trips with account code 5210101 worth IDR 759,077,000.
Then shopping for grants with account code 5222401 worth IDR 78,000,000,000, as well as capital expenditure for tools/constructions with account code 5230801 worth IDR 107,811,392,000.
Furthermore, the suspects H and JT held a meeting to engineer procurement, JT prepared the price of goods as the basis for making their Own Estimated Prices (HPS).
Prices and types of goods are determined without going through an analysis of the needs of the school receiving goods, but rather coming from the stock of goods that are already available on JT.
The procurement process is carried out through an auction mechanism that has been conditioned previously, so that the winner of the activity is the company under the control of JT.
As a result, goods in the form of props that are distributed do not match school needs and cannot be used.
The grant and capital expenditure activities are divided into three stages, submitted to 44 private vocational schools according to the Decree of the Governor of East Java and 61 State Vocational Schools according to the Decree of the Head of the East Java Dindik.
